There is no harm in trying if you don't mind risking the $160.00.  Your strong ties to your country (evidence that you will return to India) will be the most important factor in your success......good luck.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

You can definitely apply for it may be later since the visa interviews are on hold for now and on top of that Indian has its own 21 day lockdown starting today.

It’s possible to visit your spouse in the United States while your  application is pending. In order to do so, you would need to apply for a tourist visa. But before pursuing this option, it’s important to understand the challenges and risks involved. First, you would need to convince an immigration officer that you plan to stay only for a short time and would leave the United States before your tourist visa expired.

If you don’t have any immediate plans to live permanently in the United States, it’s best to be clear about that in your tourist visa application. You might also want to prove that:

 

1. You have employment or educational commitments in your home country that prevent you from moving permanently to the United States at the present moment.

2. You have a confirmed travel plan with a clear date of return to your home country.

 

But there’s another hurdle to overcome after that: When you arrive in the United States, a U.S. Customs and Border Protection agent will inspect, or question, you at the airport. You’ll be asked to explain why you’re visiting. The CBP agent would then decide — at their discretion — whether to let you enter. You must never misrepresent your reason for visiting the United States, either on an immigration form or before an immigration officer or a CBP agent. You also must never lie about being married to a U.S. citizen or green card holder.

Timeline

People telling you that you CAN "apply" are correct.  Your chances of success, a slim and none.  Slim is on quarantine indefinitely, and None's doors are locked.

 

If you already had a tourist visa, chances are you could use it, but getting a new one WHILE going through an immigrant visa process is extremely rare.

I see it as a donation of $160 with the same chance as winning the lottery. 
 

You filed an immigrant form telling the government “I want to live in USA”

 

Now you show up with another form that says

”I don’t want to live in USA....Just visit”

 

 

What would you do?

Not necessarily, it could also be “I want to visit for the time being and return back before living there since this process is taking such a long time”

 

So many spouses have been able ti come to US on visitor visas while their pending immigrant petition. Getting the approval is a luck for sure.
