Did this same thing with no issues. she sent me a photo thru the line app, I ran it thru my passport photo program, and bam, 6 passport photos for .19 cents at my 1 hour walmart photo. IF i didn't want them in a hurry its only .09 cents for a 4x6

Yes, but 

1) NVC is operating with reduced staff, so it could take longer to get an approved petition to your embassy/consulate

2) Embassies and consulates are not doing visa interviews right now
