i figured this was gonna be the answer. Seems like a long wait just for a passport picture. Thanks though i guess ill do that

My fiance sent me one from Asia. It took 4 days. I was preparing everything else during that time. Go over everything thoroughly several times and make two copies of the packet for your reference and one to give/send to your fiance

Scan, email and print locally.   Takes maybe 10 seconds for transit

YMMV

Will the quality be good enough for submission?

Thousands have done it.  When my wife had her photo taken, the shop included the image file with her purchase

YMMV

When my wife went to the shop for her passport style photos, the received the actual image file (.jpg) in addition to the prints.  She sent me the .jpg and I printed it at Walgreens

YMMV

Eventually she will need two for the interview and 1 or 2 for the medical.  I presume.  We got 8 because it was cheap

You will need a digital one for the DS-160 visa application form. Not sure if your fiance is in the Philippines, but if so, you need visa photos for CFO as well.

There is nothing in the instructions for CFO to have available photos. This comes directly from the requirements page. They are asking for two photo ID's but that is different from just single photos.
