If she meets the residency and physical presence requirements yes .. but the naturalisation application won’t avoid the RFE for the ROC. ROC must be completed before the citizenship  can  be finalised.  You need to find good evidence to respond to the RFE ... if it’s denied she will lose her LPR status.

If the roc is denied and she flies back to her country. Can we file a marriage visa??  The first time she came was a k1 visa

Paystubs from before we had a bank account were from a bank that my company uses to pay employees. They don’t allow joint accounts, I remember trying to do that early on.  A bank account wasn’t really important at the time because we were getting paid through our individual bank cards issued from our employer.

The ref stated that we have evidence of commingling assets, just not enough for the first 6 months of marriage in 2016.  We honestly had no assets to be commingled as a newly married couple. For 2016 all I have is tax transcripts filing and letters from family to send.   We lived with my parents at the time.  I will have to write a letter explaining all this.

we married in May of 2016

Really sorry that you have to deal with this RFE...what is the service center? I would recommend to ask may be friends or relatives to write affidavits letters in addition. Also, did you have life insurance?
And yes, banks should be able to provide the statements from 3 years ago. I also recommend your wife to apply for citizenship ASAP.

No need to fly back...just reply with RFE, attach the letter explaining everything. Ask parents to confirm the living situation. Everything will be fine.

Yeah we will just Send what we have, explain everything and send letters from my mom and dad that we lived with.

when filing for citizenship one of the questions asks the address of employer, my wife works for Walmart, she has transferred to a few different Walmart’s in different parts of the city. Do we put just a general address for Walmart company or each address of location worked?

So the Appartments that my wife lived with me and my parents said they lost those papers of the lease agreements in a fire.  That’s probably going to sound like bullshit to someone at a uscis office, even I don’t believe the apartment office doesn’t have the lease agreement. All we can get for the first 6 months is my letter and my parents letter explaining that we lived their.
