I did. They seem to be more confuse than ever.

not sure, if I am asking them correctly. What do you suggest I should do or ask them how?

Members of congress have bigger fish to fry at the moment, dealing with a national crisis the likes of which we haven't ever seen in our lifetimes.

They are?  Maybe where you live.  All schools and universities in my state have been closed for a couple of weeks.  The closure is indefinite.

As has been pointed out nothing is getting settled in April, I would hope the worst will have passed before the end of the year at the latest but my guess is just that. A guess.

Essentially this is no different to any other situation where non essential staff leave an area, the Government guidance is to return home, so leaving non essential staff in situ would be odd to say the least.

You are making the assumption that issuing visas etc is of utmost importance to the USA. It's not. It's more like a courtesy. So when things get rough, certain services slide and/or are put on hold. While understandably some of these things are extremely important to us because they involve family separation/union etc, that doesn't mean they are equally important to the government.

Yes, there are many things which could logically be done to minimize the risks of staff in embassies being exposed to COVID-19. But the easiest thing of all is to just close down for a while. And that's what has been done.

It seems to be essential to the OP.  The original story is a poke of the US from Pakistan. Remember when DOS evacuated from Wuhan and other posts? If the career staff gets sick it slows things down even more.  Right now the US is doing what it best for its citizens.

Pulling staff from these posts was the logical thing to do - both politically and in terms of public health.
