We have our spousal interview March 24, 2020 in Manila. Well that is before they closed the Embassy to Visa services and put Manila on a lockdown. Anyway, last week we received a email from the Manila Embassy requesting us to provide them with a Certificate Of No Marriage (CENOMAR). Up until now we have had no delays or additional requests of any kind. It has all went smooth albeit very slow. We already summited every legal document proving our marriage is valid in the Philippines. They requested that the CENOMAR to have been issued in the past 12 months. Ours is 13 months old. Since the purpose of the CENOMAR is for a unmarried person seeking to get married, the PSA will not issue my wife a Certificate Of No Marriage. We have went to several locations and they all refuse to issue because, well, she is now married. Since I'm sure that the Embassy is very familiar with the Philippine marriage process I'm very concerned they asked for this because they know its impossible to obtain.  Has anyone experienced this situation before and if so, what is the remedy.

If your marriage certificate was endorsed and you have a copy of your marriage certificate then why do they need CENOMAR? Strange request.

No. The Cemar is a certifying document while the marriage certificate is the document that you signed on the day of your wedding. These are 2 different documents. As a matter of fact, when you get these from PSA, you will have to fill up 2 different forms (green for Cemar and pink for Marriage Certificate).

How do I get a Cemar?
It’s actually the same process as getting a Cenomar. If you request from a PSA Office, you will need to fill out the green form (Application form for Certificate of No Marriage). If you request online, you just need to click on the request for Cenomar button.

Thanks for posting nelmagriffin. That is good information you shared. I had to check to see if they requested CEMAR or CENOMAR as I too thought it was a strange request. Unfortunately, they really did request CENOMAR and requested that it is issued within the past 12 months. That she does not appear in the National Indicies of Marriage? Strange
