It's the USC petitioner who would request an expedite and the circumstances must be hardships for the USC not the foreign beneficiary.

But, my beneficiary wife is in hardship not me. This is truth. She lives in south Asian country where coronavirus is getting worst and city where she lives is the hardest hit.

They do not expedite based upon hardships to the beneficiary.  And with it now being a global pandemic, I can't imagine it would be a criteria anyway.

The petitioner has to be the one to request it even if it's in regards to the beneficiary. Usually expedites are only seen as valid if it affects the US petitioner but no harm in trying. However, if I remember correctly, you've talked multiple times in the past about expediting. If you've already requested an expedite before and it was rejected (or worse, requested more than once before), and are requesting another expedite for a different reason, they may see this as you just finding any excuse to expedite and may deny it again especially if they see you are a serial requester. Just as a side note.. I have seen other people attempt to expedite for coronavirus before, including in areas of China that were being extremely hardly hit at the time, which were rejected. So I wouldn't count on it

The city where my wife has the most Coronavirus cases than anywhere in our country.  We want to request for expedite .But, It is good idea if petitioner request for expedite or beneficiary?

All interviews have been cancelled for the foreseeable future.   An expedite will not be an expedite

YMMV

Well said. You are right. I did request expedite before but got denied. Reason was USCIS delay. But, the place where she lives has the most corona cases than anywhere in country and keep increasing. I know Chances are they will deny again. But, there is no harm in trying. What you say?

Even if the expedite was approved (unlikely), it will be very difficult for her to travel to the US for a long time given all the airline flight cancellations.  Best to shelter in place and wait this out IMO.  Good luck!
