Civil Document questions- Delay due to COVID 19

Timeline

Due to coronavirus restrictions, my wife is unable to fly back to China to get her birth certificate, divorce document translated and notarized, and her China criminal record. We live in Indonesia (I am US citizen, she Chinese) and she simply cannot fly there. My contract here in Indonesia ends in June, so by then we pretty much have to leave. Timing is somewhat crucial but hampered by the coronavirus. 

My questions are: 

1. Can her sister get her birth certificate (or whatever document qualifies. I have read many posts about this in regards to what to get). Could her sister get it, have it notarized, and mail it to us? 

2. I know it highly unlikely but no harm in asking, could her sister do the same for my wife's criminal record? 

3. Can I have her divorce book (we have with us) translated elsewhere? Like Singapore? I am guessing that this needs to be translated by a certified translator. Does it also need to be notarized? 

4. If we cannot get these last 2 or 3 required civil docs is there any harm in submitting anyway so that we could get going with the medical and consulate appointment?

 

Of course I imagine in the end we will need to get all of these documents but if we could at least get the medical and appointment out of the way then this might allow for some time to pass and travel restrictions to ease. Messaging the immigration officials has proven fruitless.

It's possible. You can have a try by asking your wife's parents to get the birth cert, need them to prepare the household docs, her passport sized photo and get notarised. My dad got my police cert notarised in China while i was in Singapore and he brought it over to Singapore.

 

For the divorce book i think you can ask local lawyers or singapore lawyers to get it translated and notarised. 

 

You have to submit all the required (so your wife's police cert, both in indonesia and china, birth cert, translated and notarised divorce cert have to be submitted) civil docs to the NVC, NVC won't process your case until you have all the required docs uploaded. The medical appt and consulate interview only will happen if your docs are accepted by the NVC

September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

Thank you for your replies. It seems like it is possible although maybe a bit difficult. 

At the moment we are in self-imposed physical distancing and flights have been drastically reduced so flying to China is still not an option. I will keep our progress up to date in hopes others may benefit.
