Confusing question.  Please give more detail.  The short answer is that if you don't qualify, you can use a joint sponsor.  if you have no income, you have no income to combine with a household member.  If the person who DOES qualify lives in your household, they would still act as joint sponsor.  One I-864 from you and one from the joint sponsor.  If the joint sponsor is married, also an I-864a from their spouse.

That's interesting because I remember in the Instruction pdf it says if the Sponsor or Joint sponsor plans to take into account a household members income to meet the income requirements to file the I-864 then the spouse of the sponsor or joint sponsor need to file a I-864a but if they are not using their income to meet the requirements then the spouse doesn't need to fill out and sign I-864a. So? Did I read that wrong or am I right?

Those are USCIS instructions.  USCIS is not making the public charge decision in a visa case.  Consular Officers commonly require the I-864a from a joint filing spouse.  This specific advice is based on best practices in a visa case.

so do i still use  joint sponsor for my sister even if we live in the same house??
