Yes he can petition for his children. It will take years. Being unemployed can make it likely they won’t get approved however.

Consulate Received : 10/6/14 CEAC status changed to ready

Packet 3 Received : 10/27/14 packet received by petitioner in USA ( beneficiary never received packet 3)

Medical: 10/30/14 Dr. Buteau                  Medical picked up: 11/3/14

Packet 3 Sent : 11/10/13.. Had to schedule interview appointment and attach confirmation receipt to packet

Interview Date : 12/1/14                           Interview Result : Approved !

Visa Received : 12/10/14 picked up at Jacmel location

US Entry : 12/15/14 Fort Lauderdale, Florida

Apply for Social Security Card: 12/30/14 Connecticut

You'll need a joint sponsor if you hope to get them approved, as they will not get visas if they are public charge concerns, and sufficient sponsor income is a minimum requirement for that. Their own employment status will be important too - we've seen reports here of beneficiaries being refused because they themselves have not been able to show a stable employment history.

It will take about 5-7 years for the process to complete, and they have to remain unmarried.

If you are unemployed (which means you have no income from work) and do not have sufficient income from other sources, and do not have a co-sponsor, yes. Currently the minimum income you need to show for yourself plus 4 beneficiaries is $38350.

In the thread I just replied to you said you are a citizen and have a part time job.

Not impossible, but you can't bring over people that you can't take of. The government is cracking down on this. You should take a look at the recent public charge ruling.
