The online form says

2" x 2" photo of your spouse

And says nothing about the Spouse being in the US.

The paper form instructions have the additional text.

Do I need to provide this?

Makes be nervous it doesn't say anything.

Please fill out your timeline so folks know what application process you're going through. Will help plenty in giving advise :)

Online I-130 requires passport photos, that's correct.

I believe they asked for Beneficiary and Petitioner photos

@Babu Frik

@Quarknase

What I did was scanned a 2 by 2 photo of a recent passport picture of my wife and me. The instructions said it needs to be less than a month. I then scanned the back of the picture and I wrote my name with my A-number in the back. I'm also a US citizen with an A-number because I got my citizenship from my Mother when I was young. For my wife, since she doesn't have an A number, I wrote her name and wrote below her name "A-Number: N/A"

If what I did was incorrect, please say so. I don't want to give false information.

Passport photo of foreign spouse is only required if the spouse is currently in the USA.  However, I don't know if the online I-130 will let you skip that upload.  I haven't seen anybody report on that specifically.

You can skip it, but I don't know if it will be a problem later, there's other fields that aren't applicable and can be skipped, but they have lack of information on what you're supposed to do.

I would think the general instructions would apply just the same, but I'll just be on the safe side and get one even if it delays submission, better now than later.

I also added my wife's passport picture to be in the safe side even though I didn't have too.

There is instructions for a reason.  I know we're all used to online forms that tell us exactly what to do every second but when there are instructions for the paper form that are applicable to the online form, follow the instructions.

When not adding a photo the beneficiary this warning shows below that section.

So? Its also not needed.  Unless the form cannot be submitted without it period, it's just a warning that probably auto populated
