ESTA declined due to mistake

Hi everyone..my neice was applying for an ESTA however when she got to the question about wether she had ever been arrested or convicted of a crime she accidentally answered yes instead of no. She has no convictions, cautions or anything like that. As she now needs to apply for a Visa..we have already made an appointment at the Embassy and filled in the DS-160 application form and paid the fee. My question is, do we need an ACRO police certificate also? The confirmation email from the embassy said that this is only required if you have a conviction, however lots of people are telling us that she will need this to prove that she has never been arrested. Just wondering if anyone has any experience of this?
