The letter will not satisfy I-864 requirements in any way, although the employability of the applicant is a factor they will consider in the totality of the circumstances.

So i would say it's helpful. No idea how helpful, though.

Timeline

Can not thing your are over focusing on a really minor aspect that could well be irrelevant, make sure you properly cover the main bases, you have mentioned a few.

not for I-864. I make plenty to sponsor him, so I need nothing for the total household income.

We were told it would be helpful for the DS-5540 (public charge). My husband plans on getting a job that he would be at for 3-6 months before we need the DS-5540 though.

my main concerns are

he has no college or job certification,

hardly speaks any English,

has poor work history.

 

i found insurance for him yesterday, and found an ESL program that issues a certificate after completion that I thought might be helpful, but I want to make sure to cover all bases.

Timeline

The process takes a year or so, he has plenty of time to work on his language skills, maybe his education, perhaps work that will give him some transferable skills.
