Is there any rhyme or reason as to which processing center get your petition?  My wife, and LPR has filed an I-130 on behalf of her adult unmarried daughter.  It has been assigned to California which seems to indicate that her daughter may be married with children by the time they get around to it. So my question is why California and not another processing center? Does it have to do with where her daughter lives (Philippines)? Just curious.

If by adult unmarried daughter you mean over 21, from the Philippines, note that such a daughter of LPR (category f2b) would have to wait over 10 years for her priority date to become current anyway (around 5-6 years for most other countries). The problem is not the processing center, it is all the other people in line for F2B visas ahead of your step daughter. CSC will probably finish with the petition years before her date is current.
