It's not the same as opening an official investigation on a case. You can call USCIS whenever you want, but you are not always guaranteed to get a Tier 2 officer nor having a clear response. They can just tell you to be patient. Whenever you get some piece of info, that would be your luck because the agent was nice, but the rate of "success" is inconsistent.

 

An official inquiry would mean there would be a proper case number, follow-up and reply/notice of action. At least that's my guess.
