I emailed my company and they said I can add my wife (CR1) when she arrives here in the US within 31 days. I also read my insurance policy that getting married is a qualifying life event that will allow you to add a spouse to your insurance plan. Maybe your husband's plan will be the same.

We're not married yet. We are in k1 process. and the issue it enrollment schedule only twice a year

The answer is pretty broad to me. Does this mean that they're not fully implementing this rule for everyone yet, and only case by case basis after reviewing I-864?

For NIVs (like a K-1), it is up to consular discretion.

For IVs, a DS-5540 should be submitted. From the FAM:

"Immigrant Visa Applicants:  All immigrant visa applicants subject to INA 212(a)(4) must complete and submit a Form DS-5540, Public Charge Questionnaire. "

INA 212(a)(4) is the public charge section.

Makes sense, thanks!

From my personal experience with U.S Embassy in Saigon , DS-5540 is rarely being asked at the interview( unless you have some travel history to these countries). However, getting one DS-5540 ready is a smart move. Important: For K1, please fill out a "family tree" sheet and bring it to the interview because 99% you will be ask for this. Also, make sure you flight back to VN and go to the interview with your fiance( this is a norm especially for Vietnam, and it maybe not applied with another countries).

That said, in general the US does not tax assets.

My property and school taxes would like a word with you.

When I lived in SC the value of your vehicle determined your annual registration (not a flat fee like in PA).

Lots of assets are taxed... to many if you ask me.

US as in the federal government.

State and local have their own laws. But as it pertains the OP's case here, the foreign held assets, should not be an issue.

A registration fee is not a tax.
