My parents got immigrant visa packet back in Oct 2019. They were planning to come in early march, approx few weeks prior to the expiry date on the immigrant visa packet.

Now with the whole coronavirus scare, they would like to extend the timeline to a time when things are a bit more settled. There is also a possibility of travel ban.

 

Who should be contacted to get an extension of that date? Is it the consulate or someone else.

 

Any response with specific email or phone numbers (whether in India or US) would be much appreciated

The expiration date of the immigrant packet is tied to medical etc, I am not convinced that it can be easily extended. Are they able to travel to activate their Greencards and return shortly after?

There is no way to extend the visa validity period. They may be able to issue a new visa, though...with a new medical likely being required (or other documents if they have expired).

10/24/18: Green card produced notice, 10/25/18: Formal approval, 10/31/18: Green card received

With the immigration climate as it is today, they would rather error on the side of caution. Its either they come and activate the virus and worry about corona virus later

Based on your concerns, I would advise travel as soon as it can be arranged.
