We need a little housekeeping on your end. Many of our answers are predicated on the information you supply in your profile. Your embassy is one that I do not have a P3 for. But I investigated the embassy's website here https://bg.usembassy.gov/visas/immigrant-visas/fiancee/the-interview/ and this is where you get started. Once you get a copy of the P3 if you would be so kind as to pay it forward with a copy of it sent to me, I would be able to help anyone who comes behind you in this process. Good luck and stay engaged.

Also , since Bulgaria is one of the few countries where embassies process K1 visas, do you know if NVC would forward the case to the embassy without any action on our side , or would they make us wait ?

You do nothing to move your case from NVC to your embassy.  Yes, there us a point where you will wait.  I'm not sure this answered your question as I was sure of the information you are after.

Update for case inquiry waiters like us:

Over 8 months ago we began this process, no response. 

Case inquiry filed a month ago.

Today call to USCIS = sorry keep waiting or do new inquiry. 

After 240 days waiting, were not doing a new inquiry. Do your job on the first one.
