I remember reading about possibly being able to collect EI from Canada for a period of time when you move to the US.

I was given the link for EI benefits but it mentions "if you are applying for maternity, parental or compassionate care..."

Is it only people who are applying for those things that are eligible or is anyone able to apply if they've been regularly working in Canada before they move out of country?

No you apply based on relocation to be with family.  You may not qualify since the family you're relocating to be with are not immediate family.

Ok thanks! It's our parents sponsoring us so we'll apply when the time comes and see if we qualify.
