Will my K1 visa be denied if I have unsettled debt in another country I worked before, where the bank already took legal action?

It shouldn't effect your process at face value. However keep in mind that some credit report agencies in the US have branches in other countries and depending on your timeline stuff might show up on the mandatory credit report.

Im just too worried if the NVC runs a background check. I worked in the UAE and unsettled debts is a serious offense or crime so I dont really know. Im confused. Do I still need to obtain a police clearance if Im already here in the Philippines?

This changes things. Typically debts are a civil matter, but if in the UAE it is a criminal matter then it might show up on your police certificate at which point it becomes a matter of the CO's discretion.

NVC does not run background checks for K-1 visas......USCIS and the consulates do run background checks.  Just to be precise, the new DS-5540 and I-944 forms ask about outstanding debts/liabilities.  The DS-5540 might apply to you if the Consulate Officer requests it.......the I-944 will apply at Adjustment of Status........There are many factors in play now.  I don't think any of know how the forms will actually be used.
