The instruction said,

 

"Provide your last occupation outside the United States if not shown above. If you never worked outside the United States, provide this information in the space provided in Part.7"

 

My wife doesn't want to leave these text fields blank, but my wife had 8 employers for the last 5 years. My question is does my wife need to put here current employer (Employer 1) or Employer 8. I'm confuse with the meaning "last occupation".

I believe that this is referring to the latest occupation/job - ie in your case it would be the current employment situation...  First to last is chronological - the last is the most recent or current.

 

That would at least be the logical language based determination - you'll also see that when asking for more than one, most forms will ask for them in reverse chronological - ie. the most recent first, the next recent second and so on..
