is CEMAR needed for a IR5 parent??

Hi! This post is for a friend. She wants to know if a CEMAR of her father is needed during the interview. She petitioned her father thru IR5. She's born in the philippines so she knows that she needs her own CEMAR. But what about her dad?

note: I just found this but I am not so sure if it is updated, and if it is for the Philippine applicant. I also think your dad will receive a checklist prior to his interview. I think it is better to have a copy just in case it is needed or may be in the future your dad might need it.
