Seeing that this a Public Charge questionnaire, they want to know your employability. I would definitely mention your degree and profession. Ie: Law degree; lawyer (attach license number and diploma).

Under the Applicants documents, you will see additional documents, click on that and then from the drop down select the highlight option for the new public charge form, upload the completed form here.

Hello team ,

I have a question regarding the new form ds5540. I just received the DQ email 2 days ago and I’m waiting for the interview. Do I have to fill out the form? I never use Any help from the government or anything like that and I make way more than the annual wage requirement.

You should def take it to the interview. If they ask then you’ll have it, if they don’t then we’ll and good.

But isn’t this for beneficiary? Who is most likely have none

Me too. I have health insurance, good income, professional license, salary letter too, letter from health insurance to verify that I had insurance with them since past 3 yrs

The beneficiary needs to show employability. So ideally, he/she holds a job (even if overseas). I imagine if he is unemployed, he will need to show that he will be employable upon arrival to the US. You can add degrees/certificates showing what kind of job the beneficiary will hold.

Does not make sense. Beneficiary is housewife. Plus, even if beneficiary has certificate or job, it won’t be accepted in US etc

Hmmm... I honestly don´t know. 

The way I look at it is: the US government wants to know that when the beneficiary arrives in the US he/she won´t look to collect unemployment benefits. One way to prove that is that beneficiary will work. 

If beneficiary has a job like IT tech, lawyer, doctor, administrator it will be somewhat easier to find a job when compared to someone who has no occupational training.

Employability is a positive factor. This isn't for sponsorship - they still need a financial sponsor. This is for determining if they are likely to become a public charge or not. Somebody with a work history, degree, etc. is considered more likely to become self-sufficient.

Yes, the sponsor (me) has job with good salary, health insurance etc. from what I know wife visa is as for  housewife. If wife says she will work in US, they are likely to reject that to say go back & apply for work visa H1 B1 whatever that is. otherwise these people would be taking more jobs away from American, right? NVC doesn’t want husband & wife unemployed.

CR1 visa is to be with your spouse. And the beneficiary can work in the US or not work it’s upto them so they will not ask to apply for H1b if he/she wants to work. The only concern for them is that the beneficiary shouldn’t be a liability when he/she arrives in the US and having a degree or any skills is beneficial because that person has the skills to get a job and not rely on public fund. If you have sufficient income and prove that the beneficiary is covered then I don’t see a problem. This is just my assumption.

The purpose of this form is just to determine whether or not the beneficiary will likely use US Government benefits after coming here. They will take into account the whole thing, not just one part of the information provided on the DS-5540. If the beneficiary is a housewife but sponsor is making enough to support her and provide for her, then most likely she won't need to rely on government benefits. They will look at the whole picture and make a decision based on that.
