Lifetime Learning Credit and Public Charge?

Hi, 

 

I am currently waiting to file F2B green card within a few months. I am a grad student on F1 status and resident alien status for tax purpose.  A small detail about my education background: 

 

- Studied in undergrad engineering from Jan 2015 to Dec 2018

- started master's on Jan 2019, currently work in progress. 

 

Our school offers VITA, so I was going to finish filing tax today(couldn't due to taking too longer than I thought and had to run another errand). One of the experienced CPA who has master's in accounting and Juris Doctor in law told me that I am eligible for lifetime Learning Credit(LTLC), and so did the OLT Tax filing program. I would love to take some extra money from my tax dollars, but I wasn't sure if this would affect me negatively. I read the Final Rule on public charge, and LTLC wasn't even mentioned once. It did mention Earned Income Tax Credit, but DHS ruled that it is not subject to Public charge. The CPA also told me that it's not part of public charge. 

 

Should I be okay with taking it?
