Anyone? F2B PHILIPPINES MARCH 2010 PRIORITY DATE

The current priority date cut off for F2B Philippines is October 2009, and the assembling chart or filing application in the second chart for F2B  is June 2010.

My question is, How long do we need to wait for the Welcome Letter or Instructions from NVC if your Priority date is March 2010? Anyone? as stated in the paragraph "Applicants for immigrant visas who have a priority date earlier than the application date in the chart may assemble and submit required documents to the Department of State’s National Visa Center, following receipt of notification from the National Visa Center containing detailed instructions."

if you are doing consular processing you have to use chart for FINAL ACTION DATES FOR FAMILY-SPONSORED PREFERENCE CASES.  NVC usually preplans up to 1 year ahead and will request to complete the paper work if they think your priority date will be current in the next 12 months.
