poa healthcare witness question

dear all, we are planing to do the poa healthcare and we have some question about the witness. does witiness need to be us citizen or permanent resident? we have a close friend who is international student and she is willing to be our witness. would that be ok?  thank you.

POA health Care statements are governed by specific law in each state.  I would google health care proxy statements for the state in which you reside.

i look it up online and it did not say anything about it, it just said 

If you choose to have the document witnessed, neither of your witnesses may be:

• your health care agent
• your health care provider
• an employee of your health care provider
• the operator of a community care facility
• an employee of a community care facility
• the operator of a residential care facility for the elderly, or
• an employee of a residential care facility for the elderly.
