Is there a point going through the process if the derivative beneficiary is over 21,even though she is still listed in the letter that came from the NVC?

You need to calculate to see if CSPA applies. What is the Date of birth, priority date, and  filing date of the peition, and approval date of the petition?

On these dates you have unfortunately aged out. CSPA age is 22 years 10 months effective February 2020, which is the first date a visa was available for this category for that priority date.

Once the parent becomes a LPR they can file for the aged out child but it will take another 10 ish years

Hi, newbie here. May i asked where can we find the filing date and approval date? I only know about the priority date. What if my parents don't have the document they filed long ago, is there a way to retrieve it?

Filing date is irrelevant, you do need the approval date though. You can ask NVC
