Concerned about my wife's siter being approved for b2 (phillippines)

My wife (permanent resident) and I ( US citizen) are trying to have her parents and sister come to the US for a 6 week visit.   My wife is pregnant and expected to deliver early May so we are trying to possibly  have them here for that.

Her parents I think will be approved easily due to them having good jobs, money, married, and a house to come back to.   The sister is an issue though......she is 30 years old single (actually has a GF long term but not married) with an average job with not much money.   No owned house either.   Her only solid evidence of her coming back to the Philippines is that she is the care taker of her brother who has disabilities from a bad motor cycle accident.

Would her being a caretaker be good evidence that she would come back?  If so what type of proof would she need of being care taker?

Ive also thought of trying to get her a visa to Japan to visit (from what I hear it is easy for approval).   I figured maybe a history of visiting countries and returning would be good

Also would her long term relationship with her GF help?   Not married though....I have serious doubts this would help but figured id ask the question anyways.

My wife and I have a good amount of money in the bank but I have read recently that my bank statements and sponsoring them does not come into play that much.

Your sister-in-law will apply on her own merits.  Unfortunately it does not sound like she may overcome the assumption of immigrant intent.

Your assets are irrelevant in her application. A Japan visa short time before her US visa interview can't be worse.

There is no sponsorship for a B visa.

Her stating she has a girlfriend is not a strong tie. Stating she takes care of her brother yet she plans to leave him for 6 weeks shows someone will care for him.I mean mo, dad and sister are leaving him, So that is not a strong tie. I young, single Filipina is very hard to get a visitor visa. All she can do is try.

Thank you for the reply.  I believe you are correct regarding the intent.   If I was an interviewer I would probably not approve the application based off the evidence.

They would be coming at separate times but you do make a good point regarding someone else would still take care of him in her absence.  That would demonstrate her position as caretaker would be able to be replaced easily.  Meaning it is not that important that she comes back to Philippines.

Thank you....just to clarify...you mean that going to Japan would be more harm than good?

Pretty simple process, she pays her money fills in the form goes to the interview and finds out,

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”
