Hello! It is possible for my Russian beneficiary to apply to interview and process his K-1 visa application in a foreign embassy, such as in Finland?

If they have legal residence in that country.   Touristing doesn't qualify as residence

Only for a CR1/IR1 and only if the petitioner has a form of residency in that country and there are exceptional circumstances.

 

If the beneficiary is going to interview in another country they would need a form of residency as well.

Hi, sorry to hijack this post but.. 

 

I was also looking through the form I-129F and could not see anywhere relevant to attach the information for my residency evidence abroad from my home country. Would this mean I can just omit this information? Or which part would I attach the "additional info" to?

For the petitioner it is not needed on I-129F.  However domicile will need to be shown if the petitioner is not in the US.

 

For a beneficiary you just take your proof of third country residency to to interview.   Take a copy of the residence permit or card to the interview. Select the correct consulate on the I-129F and DS-160.

It used to be possible for Russians to get interviews in some other countries if they requested a transfer due to the backlog in Moscow, but as far as I know immigrant/immigrant-intent visa processing isn't super-backlogged anymore (tourist visas, that's another story).

That was typically limited to FSU consulates such ad Kyiv

IF your fiance has legal residency in Finland.     If you want the interview in Finland list his address in Finland as his current residence (47a ++ , etc)  in the I-129F, NVC does not look at 62a-b for Consular Processing ... (ya I know)
