What options do I have IYO?

I was deported to the Philippines from the US(Chicago) with a 10 year ban back in Sept of 2010

 

My crimes are 2 CIMTs + a few other minor non-CIMT misdemeanors. The 2 CIMTs are 1 petty retail theft of under $100 at Tower Records store back in 2001-ish, and the second CIMT was Public Indecency back in 2006 which was declared as a CIMT by the judge in court...but all of my crimes were still misdemeanors and NOT felonies and I only had to spend county jail time in suburban Chicago. I was also found Unfit to Stand Trial during my jail attendance and transferred to Chester Mental Health Center in late 2007-ish for mental illness... I was released from jail though and found to be illegal and got deported.

 

My sister had a consultation with this one lawyer in the Chicago area after my deportation and he said that he can easily get the 212(d)(3) waiver for me so I can visit the US again to see my family etc; he was saying that he was able to get it for one of his Pakistani clients before and that he can get it for me too. He also said that actually immigrating as a green card holder etc will be more difficult for me but the 212(d)(3) is my best bet. I believe he also mentioned something about a "15 year rule".

 

So do you think this lawyer is lying or telling the truth about how I can 'visit' the US again with the 212(d)(3) waiver?

 

I grew up in suburban Chicago since the age of 3 when I first moved there on a tourist visa with my parents. I am 39 years old now. And my sister is an American-born US citizen, while both of my parents have now successfully attained their US citizenships too.
