How does the scan of biographical page should look?

Those that received DQ can you please say what scan is correct?

 

1  (only the picture page)

2  (both pages) or

3  where both pages are scanned on 8.5x11 blank piece of paper

 

I think it is 3 because when they print, it looks like they make a copy of the passport. If they print 1 or 2, it looks very big, it covers the whole 8.5x11 page 

 

Am I correct?

It’s technically 1. Why would it be bigger than what it is, you wouldn’t be scanning to fill the page, just scan on 1:1 scale.

If it’s a US passport, I suggest you include the top page as well since it contains the signature. Most other passports have the signature on the same page as the biographical data. 
 

as to size, I don’t think it matters, as long as all content is legible and clear.
