Applying Green card for mother while she is here on visit visa

My mother just arrived USA on a visit visa last week. I am a citizen and i want to apply for her green card before the public charge rule comes in to effect on February 24th. Can someone please guide me if i need to apply i-485 only or both i-485 and i-130?  Thank you for your kind suggestion.

You would need to concurrently file an I-130 and an I-485, and their supporting forms and documents.

I agree with @Hypnos, you have to file both the I130 and I485.  As to avoiding the potential for a public charge, I believe that is determined at the interview, and not based on date of filing, but I could be wrong on that one.
