I meant she treid dozens of time but it keep saying we are under normal processing time

Is anyone waiting with a PD earlier than May 2019? I already filed an ONPT request, and didn’t receive any useful information - just a “waiting to be assigned to an officer” response. What’s the next logical step? Ombudsman complaint? Congressman query? Lawsuit?
 

I have a feeling they’re not going to budge without proactive action.

Some updates, I had a call back with 2nd level officer from USCIS. Below is I got from the phone call: 

  1. "you did not get the transfer notice because your case is still based on TSC, the transfer is due to high workload in TSC, after VSC done with review, it will back to TSC. Its more like helping each other between service centers. 
  2. "due to covid 19, its very normal we transfer cases around but the jurisdiction wont change, unless you received a notice"  

Our background: Our PD is Nov 4, 2019 and it was transferred from TSC to VSC in Feb. Until today July 28, 2020, we still have any updates.

So quick update on my Request For Outside Normal Processing Times...

 

We never received a transfer notice, however, it would seem that our processing center was definiately transferred to Vermont because the email we received back was from that office and they said that we were still within their processing times even though we were originally in Nebraska and never notified about the transfer. 

 

However, at the bottom of the email it says that it should be finished up within 60 days since it's with an agent. Not sure if this is a canned reponse or not though.

Hey again Ritchie! I also tried to file ONPT through an agent over the phone but was told that if Vermont has jurisdiction over our case then we have to use Vermont processing times as reference, which is pretty frustrating because on the uscis website,says they are still processing cases from mid 2018. From what I've read on other threads, a lot of IOE cases don't get transfer notices because, they aren't physically moved to another location. 

I really hope the 60 days time frame you mentioned brings some approvals for our cases soon! 🤞

I don’t think that is correct. The stated purpose of transferring cases (I’m too lazy to look that up, but what I read sometime back) is to “balance out the workload”, to mitigate long processing times. It makes no sense to transfer a case to a slower jurisdiction. 

 

Secondly, I already filed ONPT based on the processing times at Nebraska (my PD is May 2019). The system / agent accepted the ONPT. After I got a canned response to the ONPT, I escalated to OMBUDSMAN. I’m planning to submit a Congressman petition next (USCIS is planning a furlough Aug 1st week), as this hasn’t gotten any attention so far. What remains is a lawsuit, but at least I would have showed by now that all other means were exhausted (if it comes to that - lawsuit costs money and I’m hoping it doesn’t come to that).

I highly doubt transfers are made to speed up processes. My case was filed in June 2019 at TSC, after a month received a notice that they transferred it to VSC "to speed up processing" as they state. It's USCIS afterall. They state what they wanna state however things rarely go as they state. I haven't received an approval yet because now VSC has jurisdiction over my case. Thanks to its long processing times, can't even submit ONPT. And I thought the transfer was made to "speed up the process" lol. Had my case been with TSC, I would have already been approved like 4 months ago.

It shows the message "Routing could not be determined due to an invalid receipt number." I triple-checked the case number and it's definitely correct. I even copied it from the case history page and still shows the same error. Looks like i have to call them tomorrow.
