I’m trying to file the i130 for my Canadian husband. It’s asking for the beneficiary code from his permanent residence card. We currently live in Vietnam. When we visit the US he’s classified as B2. This is not a drop down option. He hasn’t been granted permanent residence status. That is why we are filing. What am I missing?

Is this question 46? Going by the pdf version it’s only supposed to be answered if the beneficiary is currently in the US. 
Anyway some previous question was likely answered wrong if it’s only giving you an option of filling in permanent residence information. Check your previous answers

If he has been to the US as a tourist and you check “no,” that could work out very badly for you.....

Many people visit as tourists without  needing visas. Answer the question exactly- does it ask if he was a tourist, or does it ask if he had a tourist visa?

Obviously I can’t see everything you see in the entire context of the form and I don’t know all the history. So I don’t know how to interpret your screen shot exactly, as one question seems to refer to past tense and one seems to refer to a current stay.  Only you will actually know what is applicable and what isn’t. And yes, if a question is not applicable, just leave it blank and continue.
