Conflicting Information regarding case transfers

I am getting conflicting information from mumbai consulate.

I called DOS about 3 times and each time i was told that my case was received by mumbai consulate and packet 3 was sent out. Also, NVC told me that case was received by Mumbai consulate.

After emailing mumbai consulate about 3 times i get finally got an answer that states

"Your case is archived at the National Visa Center (NVC) in the United States and has not yet been transferred to our office. Please contact the NVC for more information by sending an e-mail to NVCA@state.gov or by writing to 32 Rochester Avenue, Portsmouth, NH 03801-2909.Your case is archived at the National Visa Center (NVC) in the United States and has not yet been transferred to our office. i am confused whom should i believe?

I just called NVC again they said they don t have the case any more. mumbai has it. transfer date was may 30th..

This doesn't sound possible. The time between leaving NVC and P3 out is only two days. I'm not familiar with Mumbai procedures though. Perhaps they send the P3 automatically based on the electronic file transfer. I would ask DOS to confirm whether the case status is "open" or "loaded" and get the begin dates of the status changes.

"Open" means they have the physical file. "Loaded" means they only have the electronic file. What is confusing me is that there is nothing ambiguous about "P3 sent."

Facts are cheap...knowing how to use them is precious...

they confirmed that the case is open, packet 3 is sent and hence mumbai is waiting to receive the packet 3.

i sent out another email to mumbai see what i get this time.

Raj, Calm down :) , Don't worry about the conflicting info yet, Just fill up your packet 3 and send it in...I bet mumbai already got it but sometimes they don't update their systems on time and thus everybody who you talk to is interpreting it in a different way, Just fill out the packet 3 and send it in asap and then worry about it, if you can't track it in a week.

Yes we have received your case. Our records indicate that we have not yet received your response to the instruction package (Packet 3) that we sent you on 01 June 2007. You will not be eligible to be scheduled for an interview until you complete and return the necessary documents. You may obtain a duplicate instruction package (Packet 3) at http://mumbai.usconsulate.gov/ivforms.html, if you wish.

wish1510, i suggest once you are approved and know NVC has the case make sure you call everyday to find out what is your status with NVC and then call DOS to find out if bombay has received your case

as soon as you find out they have your case mail in the packet 3 this will save you around 13-15 days and perhaps get your interview date faster.
