What happens if travel ban is not lifted before interview?

Timeline

My wife has an interview after the travel ban will become effective. I understand that the waiver which is usually granted has a very low approval rate. Please, what happens if the waiver is denied? Is it a fresh application or the person will wait for the ban to be lifted? Thanks

Based on what I’ve heard from others, if the waiver is denied, the visa will remain in administrative processing until withdrawn by the applicant or until the travel ban is lifted, which allows the visa to be issued.
