I am originally from Pakistan, currently residing in England. My father applied a visa for me under F2B category in 2010. At that time I was in UK on a student visa. Few years later, we were issued a case number from NVC and my priority date was shown as April 2010. In 2015, I got married and informed the NVC about the marital status. They changed my category from F2B to F3 and kept the same priority date and NVC case number. Recently I became citizen of UK and traveled to US on B1/B2 visa to visit my parents. Can I submit a change of status form and live here legally with my parents?

No, you can’t (1) arrive on a tourist visa with intent to adjust status (2) just “stay” in the US when your priority  date is not current as you have no basis to file for adjustment and will be staying illegally (which in itself means you (a) can’t adjust (b) could end up with anything up to a ten year ban from the US).
 

You’ve probably got a good 3-4 years to go before your priority date is current. Suggest you find something useful to do in one of your other countries of nationality while you wait.
