 Find a joint sponsor, ideally someone else in your spouses family Who makes some good money, ask them to sponsor you, tell them to fill out I-864, a copy of their proof of citizenship or LPR status, and send it all to you by mail and resubmit to consulate. 
 

Also: fill in your timeline!

 

read your 221g denial slip closely. You may need to send your passport with the new I-864. Follow the directions received from your foreign mission.

You must do exactly what they are asking for in order to be approved.

But they gave me back my passport and didn't indicate that i should send it with the joint Sponsor Documents. Can the admin processing be reversed under a short time?

Reversed?  No.  AP has no ‘timeline.’  Find an eligible joint sponsor and the consulate will request your passport needed.

Depends on where you are, what nationality you are, and which mission is responsible for your visa. 
 

AP can take a few days, a few weeks, a few months, a few years. 
 

if they gave back your passport, just send in the I-864, you may be asked to go to a second interview, or requested at a later date to send in your passport if you are found eligible for the visa after they deem you won’t be a public charge.

The I-864P is just a bare minimum requirement. Plus all other household members must also be held afloat. The mission deemed you may at some point have a risk of becoming a public charge, so you must find a joint sponsor.

They evaluate the public charge risk based on the totality of a person’s financial situation.  The FPL guidelines are simply guidelines.  They are really starting to enforce this now, so if her income is borderline, or she has an unstable employment history, those would be unfavorable factors.

I cant express how critical it is you get that I-864  joint sponsorship as fast as possible, for the slightest chance of issuance prior to the Near end February deadline.
