The I-130 will take a year, but it will take 10-15 years to get an available visa number because the yearly visa issuance limit for family preference category level 4.

 

  • Family Fourth Preference (F4): Brothers and sisters of U.S. citizens, and their spouses and minor children, provided the U.S. citizens are at least 21 years of age. (65,000)

The visa bulletin has the priority dates as of February 2020:

current F4 priority date: people who filed in November 2007

 

There is never a guarantee a visa will be issued. Nothing is 100% in US immigration. If your brother is eligible for the visa, and remains eligible for the next X years, then they will be issued one by F4 priority. 
 

it seems like a long time, but the US is one of very few countries that allow a US citizen to petition for family like this, such as brothers/sisters.

It’s tough, but it’s the truth. I read the visa bulletin incorrectly, brother F4 preference is July 2006 for final action.


if your brother is under 21 and unmarried, and one of his parents is a US citizen, they can sponsor him instead, which is IR-2 category, with immediate visa issuance. It would take about 10-18 months, unless he’s close to age out which then you can request an expedited request and have it done “in a flash”.
