In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Are you an Ugandan resident with proof to show you are eligible to interview there? Do you live there? If not no you can't interview where you are not a citizen or permanent resident.

I’m not resident there, but because of this ban, I thought of relocating there. We are about to file for our spousal visa

Why not go ahead and file as a Nigerian,  trust me this ban won't last,  it'll be lifted before you know it,  Nigerian govt is working towards that,  I wish you the best

I do not think, 

K1 is affected by the ban.
