Short answer, yes.  However, that does not mean a spouse will never get a visa as there is the possibility that the countries on the list improve their assistance (Belarus did and they were left off the list), or the Consulate Officer could recommend a waiver at the time of the interview.

Yes. The visa ban For Nigeria effects immigrant visas. CR/IR-1 is a immigrant visa, and as such it is effected.

 

After the active date of the travel ban, the visa will not be issued and put on hold. 
 

If the visa is issued, you can travel, regardless of the travel ban.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Yes .my hubby was supposed to file earlier this week(February 3rd )but he had to pause till we get positive news because he doesn’t know what the out come would be or if we would be placed on Administrative processing

Doesn’t matter. If the beneficiary is not issued a Visa before The February date, they cannot enter the United States unless they are issued a visa with a waiver. Any visa applicants who aren’t issued before the date will most likely go into a prolonged wait until the ban ends.

You don't get it, they are adjusting from within the USA. Will they be out of status due to the ban?

Anyone who is already in the United States is not impacted by the travel ban, as it mainly aims at the issuance of immigrant visas.

Even if you have not fully adjusted? Will you still be on the line to get your GC?

Yes. Once you are legally admitted to the US on a K1, you are legally allowed to adjust status, as per law. Some people impacted by the travel ban will also still get immigrant visas / K1s and be allowed to stay, with the necessary paperwork (a waiver to get the visa).

I've heard the waivers everyone is talking about will be very difficult to get and costly. Three different immigration lawyers have said this.
