Because K-1 processing it takes about a year from start to point of entry you should file.  
 

Despite the ban, your I129-F could be approved.  The DS-160 application could lead to a visa interview.  The visa interview could lead to a recommendation to issue a visa after the ban is over.  By the time you get consular processing, Nigeria could be off the ban list.

I don't think anyone has an answer for this question now. We hope things change for the better soon. Check too. Maybe there are some people who got to where you are are now before you did. Maybe they were still waiting too before this ban. I wish you luck.

The executive branch cannot create laws for any reason.

He can create a proclamation for this purpose under and within existing laws, per SCOTUS.

My understanding from what I have been reading from other is if your visa is issued before the 22nd you can immigrate and if not your visa will be denied.  There is a process to request a waiver but I don't know the details.  There is a megathread about this topic and hopefully one of the mods will move your post there.  A lot of discussion and good information there.  Good luck to you.

The vo said administrative processing within 90 days. Can this be concluded before the 22nd Feb ? Pls enlighten us on the waiver options pls.. In all fairness should a new law like the ban be applied retrospectively on instance of AP ?
