I doubt ACS (Citizen Services) were ever stopped even with the lockdown and evacuations. They may have been restricted to essential services, but remember we have USCs posted or residing incountry with no plans of leaving soon. The DHS via the embassy MUST always be available and responsible for them, even at short notice. On resumption of normal consular services? Let's just keep our fingers crossed.

Yh it was mostly for emergency services they were not processing CRBA applications etc. Now they’ve resumed all other USC services including CRBA, not Nigeria though but i saw the info on this forum and verified through the countries website. I took screenshots of the announcement, this was from USEM Amsterdam and USEM Vietnam. At least they have a plan in place and would probably start regular visa services soon. There are also some countries that have started rescheduling appointments as well.

Good job! Let's hope this is an indication that other USEMs will follow suit as summer heats up and the world is winning the war against Covid-19.

So my wife has her us visa (spousal visa)  since March we have a daughter she’s a USA citizen and with USA passport. My wife is making arrangements to get a flight to USA before her visa expires. 
 

Will she be allowed to enter the USA at the POE?

Of course she will be allowed in with an unexpired visa..  Just don't transit a banned country.

She can transit a ban country, remember she is a spouse of a USC. But your visa validity should expire in August, soon all will be fine

Agreed, it's a long shot, but can't hurt to try.

 

In the meantime I am preparing for option 2 as you mentioned.
