Correct....but they are normally processed through the immigrant section of Consulates......that is one reason there is a mystery as to how each consulate will handle them.

The current PD on the USCIS bulletin shows that F4 visa is 2006..  it will be 5+ years before someone with a PD of 2011 gets to the top of the list ....

But that was not mentioned on the link you posted,  it's likely it didn't affect k1 applicants, we'll wait and see though,  currently it's been confirmed k1 visas were not affected in Burma and Krygstan,  hopefully that will be the case in Nigeria.  I'm positive the ban would be lifted soon in Nigeria though so that everyone of us will be fine.
