Consulate. Did you read all replies of your previous question? Have you found out how much does your spouse make? If yoru spouse makes $10.50 per hour, then the income is good enough. Making $10.50 as a full time employee means $21,840 annual income before taxes, if that person works full time (40 hours per week, 2080 hours in one year).

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

You have to find out from your wife how much she made last year before taxes. If she had made $15, 162.95, then you need a co sponsor. If she had made $15, 162.95, then her hourly rate for 2006 was $7.30. But you also mentioned she makes $10.50 per hour. I think, $10.50 is her current wage. You have to find all from your wife.

simple_male gave you the information to calculate that $10.50 per hour is $21,840 per year for a full-time job.

If your fiancee is earning $10.50 per hour and is not earning $21,840 then you have either given us some incorrect information or you are leaving something out. The misunderstanding lies with the limited or inaccurate information that you are providing.
