Sending the Forms to the USCIS

i will be out for 3 months and visit philippines and also will marry my wife and see my two kids.

now i was wondrin if i would ask somebody over here back in the US to send the forms to the USCIS while im gone. coz 3 months is pretty long so i was thinkin to send the marriage contract here to my sister and she will send everything to the USCIS while im still on vacation. u know, just to make the papers arrive there earlier instead of waiting for me to get back here to send it myself. u know what i mean.

now, on the form do i need to include the money for the fee? on the first form u sent to them did you include any money? or the fee is paid before you get those forms?

To file form I-130 you attach $190, and starting July 30 you would attach $355 so try and do it before July 30.

$190 dollars per family member? My wife and two kids cant be in one form and just the $190?
