I honestly think you’re wasting time, energy and money by doing SB1 rather than just filing a new petition, but it’s your choice.

I'd recommend to straight to filing I-130 to start IR-5 process. I-130 can be filed online or by mail: https://www.uscis.gov/i-130

 

Odds are SB-1 process would be futile: https://fam.state.gov/fam/09FAM/09FAM050207.html
