This is straight from https://www.uscis.gov/i-864p . There are different guidelines for Alaska and Hawaii. Use the third column, unless your sponsor is a member of the US armed forces.

Gross income, not net.

hey i know this post is old and your response is enlightening, thank you. So we are talking about gross? I have a joint sponsor who's household size is 1. My fiance and I are two. The past three years I have worked but have been unemployed since March 2020 (pandemic layoff). I am currently working in Colombia as an English professor. My returns for 2018, 2019, 2020 have all been above the limit for two people around 29,000 per year. Although last years income was almost all unemployment. For this reason, I am seeking a cosponsor which is my best friend. He has averaged about 32,000 for the past 4 four years. This current year 2021 his income is around 16000 YTD because he took some time off due to the passing of his mother. He is set to make around 24,000 gross income, but his net will be a lot less. Do you think this will matter or do they take the gross into consideration? Thank you and sorry for the long drawn out explanation.
