Narrowing down to The John Smith in relation to the petitioner with provided contact info and probably parents info n such should not be a big deal for the state department or USCIS if they want to.

Every social media profile has a unique handle, and I assume they expect your handles instead of your names. So you would give your Instagram link which has your Instagram username, or your Facebook link which has your unique Facebook identifier.

Does the CO at the embassy or will the  USCIS agent perform the background check?

Assume that background checks are done at every step of the process, and via every resource available to the US government, which is vast.  Understandably, there is not a lot of disclosure about what/how they are looking for.
