You don’t get to choose between them, which one is applicable depends on age. But F2A is a lot faster. I’m assuming however you are over 21 (and therefore F2B) if the i130 was filed almost 4 years ago and you still don’t have a visa?

My category F2B. (over 21 unmerried)

so my  mom can get citizen of usa and my category will change from F2B to F2A so Im interesting witch way to fast green card.

You would go from F2B to F1. F2A is for the spouse or unmarried child (under 21) of a green card holder. F1 is for the unmarried son or daughter (21+) of a US citizen.

You can opt to keep F2B since it can sometimes take longer for F1.

FAMILY-SPONSORED PREFERENCES

First: (F1) Unmarried Sons and Daughters of U.S. Citizens:  23,400 plus any numbers not required for fourth preference.

 

Second: Spouses and Children, and Unmarried Sons and Daughters of Permanent Residents:  114,200, plus the number (if any) by which the worldwide family preference level exceeds 226,000, plus any unused first preference numbers:

A. (F2A) Spouses and Children of Permanent Residents:  77% of the overall second preference limitation, of which 75% are exempt from the per-country limit;

B. (F2B) Unmarried Sons and Daughters (21 years of age or older) of Permanent Residents:  23% of the overall second preference limitation.

She can become a citizen, and you can still choose to retain F2B. F2B is currently about a year faster than F1, though that may change.

Those appear to be USCIS processing timelines.

The visa bulletin will most likely be the limiting factor. USCIS approving a petition does not make a visa number available any sooner. See table A (Final Action Dates): https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html
